While accessing a cloud-based client document repository, I once experienced the infamous "ERR_CONNECTION_TIMED_OUT" error in Google Chrome. This was particularly concerning as it happened right before a critical client meeting. Using the error message as a starting point, I realized it might be a network issue. I quickly checked our internet connection and found no issues, so I followed the message's suggestion to clear Chrome's cache and cookies. When that didn't work, I inspected the network settings and discovered a misconfigured proxy. Adjusting the proxy settings resolved the issue instantly.
