There are a few challenges, the instability of the waves (force, height, etc) which requires a system that can work in minimal waves on one hand and on the other hand a control system which retracts or "shelters" the system when the waves are too strong. Secondly, the construction phase requires protection of wildlife and nature (sand, animals on the beach and inside the water) - so planning and construction have to take into account minimal footprint and damage. Lastly, but not least important, is the connection to the grid in a way that allows for the network to absorb all the produced electricity and due to the natural fluctuations in the generation process, to be able to safely and staidly operarte at all times and all generation levels.
