I'm writing an article on U.S. satellite/mobile spectrum policy for for Constellations by Kratos. I'm covering recent developments from the FCC and I would appreciate your feedback!
A few things...
First: Chairman Carr has indicated the FCC wants to make spectrum available so the U.S. can lead in D2D (House testimony 1/14). He also signaled that an (additional) D2D regulatory framework may be coming this year. ("Over the course of this year, I think you’ll see us start to flesh out more of our vision of a regulatory framework for direct-to-cell that will enable those multibillion-dollar investments." CES speech, 1/8)
1. Any thoughts on the U.S. as a first-mover in crafting D2D regulations, especially ahead of WRC-27, where this issue will certainly be addressed?
Second: The FCC is revving up for some spectrum auctions under renewed auction authority. The June AWS-3 auction will cover the same frequencies as the ones SpaceX bought from EchoStar for D2D--plus others that could be used for D2D data links.
2a. Is this an opportunity for satellite to grab more spectrum for D2D--and potentially higher D2D data rates?
2b. It seems like only one satellite operator has the resources to bid. Could this be a situation where MNOs bid so they can share spectrum and expand D2D services--or is that delusional?
Third: The FCC is getting ready for another another C-band auction in 2027. Satellite operators got a big payout after 2021, but experienced major operational disruptions and lost valuable spectrum.
3. Who are the winners and losers in a new C-band auction?
IMPORTANT: This is *NOT A POLITICAL PUBLICATION.* It's a B2B space tech publication. I CANNOT use political comments about Musk, Trump, Carr, etc. I CAN use comments about the regulatory environment for space systems, technology systems (terrestrial vs. satellite), satellite's role in 5G/6G. (Also, please no HAPS.)
