If you want to get free books for kids, then start a Youtube channel. Read books aloud on your channel, and build an audience. Lots of new writers would love the exposure that your channel provides, and the cost of a book is a small price to pay for access. I've published several children's picture books, and I've given a number of them away to Youtube channel hosts who wanted to read them aloud to their audiences. I like the low cost marketing, and they like the free books. It's a win-win.
