The best time to go visit this historical city is in late March or early April. This window of time is in between the city's two major festivals. Mardi Gras is over and Jazz Fest hasn't started so it's relatively calm and pleasant. The weather is good and prices aren't like they are during the festival season. You still will need to book ahead to get good rooms but a few months ahead of time will work in many cases.
I say you should go at the time of early Winter, somewhere between November and December. I'll tell you why. The weather gets really pleasant - neither hot nor cool. The best part is that most travelers avoid going at that time since there are no festivals or dramatic weather. This means you can easily steal whopping discounts on hotels and commutes, and still be able to capture the whole city.

The weather will be cooler for a more comfortable visit outside of summer travel, and the worst of storm season has typically passed by middle and late October. Football season, Oktoberfest, a fried chicken festival, and a Carribean festival all make October an exciting month to see New Orleans that many other tourists might miss. Lastly, spooky season is a great time to see the city as Halloween approaches.

There is also the French Quarter Festival which draws thousands of people to it. The weather is amazing and it lends itself to a lot of fun outdoor activities. You can walk around and get to know the city. Spring is just perfect to get to know a city like New Orleans.

Most anyone who has been to New York City will tell you one of the best times to visit the great city is between Thanksgiving and New Year's. The reason is purely sentimental.
